Xhemajl Avdyli was approached at his office at the Ministry of Economic Development to sell information about his country. Having a university degree and being educated to a higher standard than most other employees, He watched as the department took on more and more staff at a higher level than him, that did not have the education or experience that he had, but were earning a lot more money. He was finding it hard trying to make ends meet on his paltry salary which had not increased in years and promises of a better job were never fulfilled.
He tells how Government Ministers take huge handouts in return for tenders. He felt that if the Ministers were corrupt, it would be fair for him to get his share.
