Twelve years after the declaration of independence, Kosovo has not unified vehicle plates. In addition to the “RKS” plates, locally used “KS” plates, which were used before the declaration of independence.

Such plates were seen today in the car of the President of Kosovo, Hashim Thaçi, today after visiting the Medical Battalion of the Kosovo Security Force.

Thaci’s vehicle had registration plates bearing the KS sign.

Although Kosovo and Serbia have agreed in Brussels to allow the free movement of vehicles with two-state license plates, Kosovars traveling or passing through Serbia are obliged to cover RKS plates and to be provided with “proof” plates. This has led many Kosovars to remove the “RKS” plates and to be re-equipped with “KS” plates.

The 2011 Brussels Agreement stipulates that all vehicle owners residing in Kosovo must use the KS or RKS registration plates and thus remove the plates issued by the Ministry of Internal Affairs. Serbia, with signs: PR (Prishtina), KM (Mitrovica), UR (Ferizaj), PZ (Prizren) and GL (Gjilan), which are illegal for Kosovo authorities.

The new 2016 license plate agreement, in addition to removing Serbian registration plates, also calls for the abolition of “test plates”, which Serbia grants to Kosovo-registered vehicles circulating in Serbia. The new agreement stipulates that state symbols found on registration plates should be covered.

This part of the agreement is not yet being implemented.
