Distinguished media representatives,

Last night, 79 new cases of COVID 19 were confirmed in the Republic of Kosovo. These difficult days, despite the fact that a good part of the recommendations have been respected by most citizens, for various reasons, including the good weather these days, we have seen that these measures and recommendations have not been respected enough.

Following this situation, on the recommendation of the National Institute of Public Health in Kosovo (NIPHK), due to the situation already created in the country and after the recent cases of Covid-19 disease, the Ministry of Health today after long discussions with the Ministers of Economy, Employment, Trade, Industry, Entrepreneurship and Strategic Investments (MEPTINIS) Mrs. Rozeta Hajdari, Minister of Internal Affairs (MIA), Xhelal Sveçla and Minister of Local Government Administration (MLGA), Emilia Rexhepi and technical groups from these Ministries, in cooperation with the mayors through the Municipal Association, decided which includes new measures to prevent and combat Covid 19 contagious disease to protect public health.

Dear citizens,

First of all, thank you for your cooperation and care shown so far. However, this care from now on should be much more added to keep the infection curve flat. We can no longer tolerate mistakes and omissions in this situation where the health of our citizens and our lives is at stake.

Today it is vital that these measures, which will take effect from tomorrow, at 17.00, be strictly implemented by all of us. Relevant bodies will ensure that these measures are strictly enforced. They may seem rigorous, but experience from other countries has taught us that if we do not act now, it may be too late and after a while we will again be forced to take these measures, but at a much higher cost to the lives of our citizens. but also for the health of the economy.

However, if we all cooperate with each other, the institutions with the citizens, we can ensure that these measures remain in force for as short a period as possible. This depends not only on us in the Government, but also on all of you as citizens. It is the nature of the virus that we are facing, that even a very small amount of disobedience by some citizens can endanger all of us others. The more we respect these measures, the sooner we will defeat the virus and return to normal life.

Especially these first two weeks will be critical. These first few weeks will test our patience. We expect that the number of cases will increase significantly during these two weeks, before it starts to fall gradually but steadily. But once again, it all depends on cooperation, our discipline, as well as on our belief that with a short period of strict restrictions, we will achieve a return to normalcy as soon as possible.

Let me read these measures:

I. From April 15, 2020, from 06:00, the circulation of natural persons outside their homes / dwellings in the Municipality is prohibited, except in the following cases:

(a) For natural persons over the age of 16, the circulation is allowed for the supply of necessary goods (food and medicine for people and animals / poultry and hygienic products) and to perform financial duties and needs (payments, banking), for 1 hour half a day , according to the set daily schedule based on the penultimate digit of their personal number. For foreign citizens who do not possess the personal number of the Republic of Kosovo, the allowed exit schedule is determined based on the penultimate digit of the passport number.

(b) During the circulation of natural persons for the supply of necessary goods, it is not allowed to be accompanied by any other person , except in two cases:

(1) P ersonat with disabilities, who may be accompanied only by another member of the same family community, or by a special medical assistant

(2) Persons under the age of 16, provided that they are accompanied by a member of the same family community with the same houses / dwellings.

(c) Due to the high risk of COVID-19 against the elderly, it is recommended that persons over the age of 65 not leave the home / apartment except in urgent and necessary cases.

It should be noted that most citizens will only have this opportunity to leave the house, once a day, for 1 hour and a half, to carry out the supply of necessary goods, as well as financial tasks and needs.

However, in order to maintain the functioning of the state administration and the essential activities of the economy, we have agreed to make some exceptions. 

(d) With special permission and only to meet the needs of economic operators , it is possible:

(1) free circulation for economic operators and institutions provided in the list attached as Annex I of this decision. This will be made public and all those economic operators who are allowed to do so will be notified.

(2) the free transport of goods and services to ensure the functioning of the supply chain – as a process involving raw material production, processing and service operations until the transport of products, distribution and sale to the final consumer – for activities allowed according to the institutions provided in the list attached as Annex I to this decision.

(e) With special circulation permits and only to meet the needs of institutions , free circulation is allowed for the “essential staff” of state institutions.

(f) Only to perform official duties , the free movement of institutions is allowed in the list attached as Annex II of this decision.

(g) In urgent health cases, it is permissible to leave the house / apartment to seek medical treatment in a health institution.

(h) Traffic is allowed for natural persons in cases where it is strictly necessary to care for one or more patients, or for one or more persons with disabilities.

(i) Prohibition of the movement of natural persons outside their homes / dwellings shall not apply in cases of victims of domestic violence. Victims of domestic violence are allowed to leave their homes / apartments to seek shelter in an alternative location.

(j) It is strictly forbidden to leave houses / apartments for any reason other than the above reasons, including social gatherings, family visits, etc.

II. For Municipalities that are in quarantine or that will be established in the future based on the recommendations of the NIPH, entry and exit from Municipalities will be prohibited except in the following cases:

(a) With special permission and only to carry out the transport of goods and services to ensure the operation of the supply chain – as a process that includes actions from raw material in production, processing and service to the transport of products, distribution and sales to the last consumer – for the activities allowed according to the institutions foreseen in the list attached as Annex I in this decision. In addition to transporting goods and services to ensure the operation of the supply chain, entry and exit from the Municipality is not allowed to economic operators or their workers.

(b) With special permission and only to carry out the needs of state institutions , for the “essential staff” of these institutions.

(C)     

III. During the allowed circulation according to the exceptions provided with points I and II above, natural persons are obliged:

(a) keep the mouth and nose covered, through a mask, scarf, or other covering;

(b) at all times, maintain a distance of two meters from other persons. 

 

IV. From April 14, the circulation of vehicles in the Municipality is prohibited, except in some rare cases:

(d) With special permission and only to meet the needs of economic operators , it is possible:

(1) the circulation of vehicles for economic operators and institutions provided in the list attached as Annex I of this decision.

(2) the free transport of goods and services to ensure the functioning of the supply chain – as a process involving raw material production, processing and service operations until the transport of products, distribution and sale to the final consumer – for activities allowed according to the institutions provided in the list attached as Annex I to this decision.

(a) With the special permission of the traffic and only to carry out the needs of the state institutions , the free circulation of vehicles for the essential staff is allowed.

(b) Vehicle traffic is allowed only to meet the needs of the institutions, provided in the list attached as Annex to this decision.

(c) Vehicle traffic is allowed for people with disabilities.

(d) In urgent health cases, driving is permitted to seek medical treatment in a health institution.

(e)   Except in emergencies and for persons with disabilities no more than one (1) passenger in the vehicle is permitted.

(f) It is strictly forbidden to leave the house / apartment for any reason other than the above reasons.

 Non-compliance with the measures set out in this decision is considered, according to the law, as an administrative offense and is punishable by a fine of 1,000 Euro to 2,000 Euros fine for natural persons and from 3,000 Euros to 8,000 Euros for legal entities, while the responsible person of the legal entity is punished. from 500 Euros fine up to 1,500 Euros.

The measures are valid until May 4, 2020 . 

These measures will be reviewed by the Ministry of Health in consultation with the National Institute of Public Health, experts and other line ministries, to assess the effectiveness and necessity of the measures set, as well as to decide whether or not to continue the measures. relevant.

We will re-analyze the epidemiological situation every day and in relation to each point and, after prior consultation, may change, supplement or repeal the prescribed measures.

Dear citizens,

I urge all of you to be cooperative and vigilant in enforcing these measures, because any negligence, no matter how small, has a high price to pay in losing lives.

Only the duration of these measures depends on their implementation. The more cooperative and united we are in this situation, the sooner we will start with the gradual removal of these measures. Therefore, please take care of your health, please take care of the health of your family members and the public health of the citizens.

Minister Rozata Hajdar asked for understanding from the citizens and business entities for these decisions, as well as Minister Emilia Rexhepi who said that these decisions are intended to protect everyone’s health!

Minister Xhelal Sfeçla said that he will cooperate with all inspectorates for the implementation of decisions so that these difficult days are passed as easily as possible by all.

Professor Naser Ramadani said that these decisions will have a significant impact and will have a direct impact on maintaining the health of the population of Kosovo.

Allow me to read the following measures:

I. From the date April 15, 2020, at 17:00, is allowed the free movement of natural persons outside their houses / Apartments in the municipality, except in the following cases:

(a) For natural persons over the age of 16 , the free movement is required for the supply of necessary goods (food and medicine for people and animals / poultry and hygienic products) and to perform financial duties and needs (payments, banking), for 1.5 hours during a day, according to the daily set schedule based on the penultimate digit of their personal ID number. For foreign nationals who do not possess the personal number of the Republic of Kosovo, the allowed departure time is determined based on the penultimate digit of the passport number.

(b) During the circulation of natural persons for the supply of necessary goods, it is not allowed to be accompanied by any other person , except in two cases .:

(1)  persons with disabilities, who may be accompanied only by another member of the same family community, or by a special medical assistant and

(2) persons under the age of 16, only if they are accompanied by a member of the same family community with the same houses / apartment.

(e) With special free movement permits and only to meet the needs of institutions , free circulation is allowed for the “essential staff” of state institutions.

(f) Only to perform official duties, the free movement of institutions is allowed in the list attached as Annex II of this decision.

(g) In health emergencies, exit allowed out of the house / apartment to seek medical treatment in a health institution.

(h) Traffic is required for natural persons in cases where it is strictly necessary to care for one or more patients, or for one or more persons with disabilities.

(i) Prohibition of movement of natural persons outside their homes / apartments does not apply in cases of domestic violence victims. Victims of domestic violence are allowed to leave their homes / apartments to seek refuge in an alternative location.

(j) It is strictly forbidden to leave houses / apartments for any reason other than for the above reasons, including social gatherings, family visits, etc ..

(a) With special permission and only to carry out the transport of goods and services to ensure the operation of the supply chain – as a process that includes actions from raw material in production, processing and service to the transport of products, distribution and selling to the last consumer – for activities permitted under the institutions provided in the list attached as Annex I to this decision. In addition to transporting goods and services to ensure the operation of the supply chain, entry and exit from the Municipality is not allowed to economic operators or their workers.

(b) With special permission and only to meet the needs of state institutions, for the “essential staff” of these institutions.

III. During the permition of free movement, according to the exceptions provided for in points I and II above, natural persons are obliged

This Decision shall enter into force upon signature and it is valid until May 4 2020. 

This the following measures  by the Ministry of Health will be reconsidered in consultation with the National Institute of Public Health, experts and other line ministries, to assess the effectiveness and necessity of the measures set, as well as to decide whether or not to continue the measures.

We will re-analyze the epidemiological situation every day and in relation to each point and, after prior consultation, may change, supplement or repeal the prescribed measures .
