Prishtina – On October 1, 2018, Qazim Rrahmani was found guilty by the Basic Court in Prishtina, for the criminal offense of abuse of official position or authority.
For this criminal offense which falls within the criminal offenses of official corruption, Rrahmani was sentenced to six months in prison, reports “Oath of Justice”.
However, with his consent, this prison sentence was then replaced by a fine of 3,000 euros. Also, Rrahmani was obliged to return to the Ministry of Labor and Social Welfare (MLSW) the amount of 4,858.89 euros.
Rrahmani had not appealed at all to the Basic Judgment in the Court of Appeals. This was announced by the information officer at the Court of Appeals, Arbër Jashari, for the “Oath of Justice”.
“We have not received any such complaint”, it is said in Jashari’s answer to the question directed by “Oath for Justice”, regarding whether the Appeal had received a complaint from Rrahmani.
Thus, after the announcement of the verdict from the first instance and the non-appeal of this decision in the Appeal, the sentence against Rrahman had become final.
The fact that Rrahmani was convicted of corruption, exactly during the time he was deputy minister in MLSW, does not seem to have prevented Prime Minister Avdullah Hoti from reappointing him as deputy minister.
This time, Rrahmani has been appointed Deputy Minister in the Ministry of Culture, Youth and Sports (MCYS). Such a position, according to his biography published on the official website of the MCYS, Rrahmani turns out to have exercised during the years 2016-2017.
Even on the official website of the MCYS, Rrahmani already appears as one of the deputy ministers of this ministry, where Vlora Dumoshi has been appointed minister from the ranks of LDK.
In the previous government of former Prime Minister Ramush Haradinaj, Rrahmani, who comes from the Ashkali Party for Integration (PAI), had been deputy minister in the Ministry of Communities and Returns.
His appointment as Deputy Minister by the Hoti Government comes despite the fact that in the governing program of the latter, the fight against negative phenomena such as crime and corruption are presented as the main objectives.
In the Government program, after two basic objectives as they have called the battle to defeat the Covid-19 pandemic and the recovery of the economy, the Hoti Government has listed as a priority, strengthening the state, advancing democracy, fighting negative phenomena, especially crime. and corruption.
Moreover, in a press conference that was organized after Prime Minister Hoti had received the nomination for Prime Minister from his party, the Democratic League of Kosovo (LDK), the chairman of the latter, Isa Mustafa had stressed that in the Government led by LDK will not have persons who have had and have problems with the law.
“We will adhere to the principles we have stated that we must have clean figures, who have not had a problem in the past, have no problem even now, who will be in government and in other government positions and who will be committed to serve the country in the best way “, Mustafa had said.
“Oath for Justice” has also asked for comments from the Office of the Prime Minister, regarding how they see the appointment of a convict for corruption in the position of Deputy Minister and whether they were aware that there is a final verdict against Rrahman , however, until the publication of this news, has not received a response.
Otherwise, based on the indictment of the Basic Prosecution in Prishtina, Qazim Rrahmani, is accused that during the time in which he exercised the position of Deputy Minister in the Ministry of Labor and Social Welfare, using this position has exceeded his legal competencies in order to ‘bring oneself material gain.
The Prosecution claimed that Rrahmani, during the period June 2015 until January 2016, from the official bank card, destined for trips abroad, has extracted the amount of 12,363.40 euros, without having approval for official trips.
According to the indictment, from the total amount that was withdrawn, to MLSW, Rrahmani returned 7,504.51 euros, while the remaining damage to MLSW amounted to 4,858.89 euros.
Otherwise, in a position even higher than Qazim Rrahmani, convicted of corruption, the Hoti Government has appointed Meliza Haradinaj-Stublla. The latter has been appointed Minister of Foreign Affairs and Diaspora.
The Basic Court in Prishtina, on October 4, 2019, found Meliza Haradinaj-Stublla guilty in relation to the defendants in relation to the criminal offense of “failure to report or false reporting of property, income, gifts, other property benefit or financial obligations ”, From Article 437 paragraph 2 of the CCRK.
She was sentenced by the Basic Court in Prishtina to eight months probation, which sentence will not be executed if she does not commit another criminal offense within a year and a fine of 1000 euros. This case is currently before the Court of Appeals following Haradinaj-Stublla’s defense appeal.
Vesel Krasniqi has also been appointed to the Hoti Government with an active indictment for the criminal offense of “self-judgment”.
