Serbia is moving step by step towards the annexation of a part of the territory of the state of Bosnia and Herzegovina under the name “Serbian Republic”. On October 25, the Speaker of the Serbian Parliament, Ivica Dacic, after a meeting in the town of Banja Luka with the leader of the Bosnian Serb separatism, Milorad Dodik, made the sensational statement that “There are no borders between Serbia and the Serb entity in Bosnia and Herzegovina, despite internationally recognised borders ”.
It is a political statement at the highest levels that Belgrade considers the borders between Serbia and the so-called “Serbian republic” to be removed and merged. This confirms the official Serbian policy, which considers the “Serbian republic” part of it. The speaker of the Serbian parliament declared the reality of the lack of borders, despite the internationally recognized borders of the state of Bosnia and Herzegovina.
It is the first time that Belgrade has openly displayed that Serbia is escalating the destructive process of de facto disintegration of the state of Bosnia and Herzegovina, while publicly refusing to acknowledge the existence of the internationally recognized borders of the unique state of Bosnia and Herzegovina.
The speaker of the Serbian parliament announced on October 25th that in November the Serbian parliament and the parliament of the so-called “Serbian republic” will hold a joint parliamentary session. So far various governments have recognized and developed the practice of joint meetings of the governments of sovereign and independent countries.
Serbia for the first time invented and implemented the separatist practice of the joint meeting of the Serbian government with the local government of the Serbian entity, ie a part of the territory of the sovereign state of Bosnia and Herzegovina. Serbia has illegally held countless joint meetings with the government of the so-called “Serbian republic”, and never held joint meetings with the central government of the state of Bosnia and Herzegovina.
Belgrade is now announcing a joint meeting of the Serbian parliament with the separatist parliament of the Serb entity in Bosnia and Herzegovina, an act that constitutes an international violation and a more aggressive degree of legislative and executive union of the Bosnian Serb enclave with Serbia.
Serbia is challenging the state of Bosnia and Herzegovina, the Balkans and the entire international democratic community because it is violating the independent status of a Balkan state.
It is demolishing the borders of a part of the territory of an independent and sovereign state like Bosnia and Herzegovina, a member of the UN, the OSCE, the EC, etc. Serbia has been implementing its plan for the de facto annexation of the so-called “Serbian republic” for some time. Serbia has given the local Serb entity there the status of an independent state, detached from the central authority of the capital Sarajevo. It is even building a large military-air base in the territory of the “Serbian Republic” without asking and without obtaining permission from the central government of Bosnia and Herzegovina.
Now the speaker of the Serbian parliament declares the non-existence of the borders between Serbia and the “Serbian Republic”, which is practically their de facto union.
It is an interesting development with serious consequences for peace and stability in Bosnia and Herzegovina and throughout the Western Balkans. It is interesting because the issue of the de facto or permanent change of borders between the states that emerged from the former Yugoslavia has become one of the most dangerous ideological, political and diplomatic currents in our region since the collapse of the Yugoslav communist federation.
Serbia, which lost the rule of the Yugoslav federation, has tried and is constantly trying to recreate that federation in various forms and dimensions, but with the territories of other former Yugoslav states. In this context, we have the emergence of the new platform of the Serbian government for the creation of the so-called “Serbian world”, which plans to unite in a single Serbian state of all Serbs in the region, along with the territories of other countries, where Serbs live. In short, it is the program for the creation of a Greater Serbia.
In the realization of this strategy, Serbia is acting with rapid steps towards the “Serbian republic” to make its annexation a reality, increasing and inciting the separatist aggression of the political forces and institutions of this so-called republic.
It is worth noting that Serbia is dissolving and removing borders with a local entity, which has no right and no right to negotiate or change or move the status of the borders of the independent and unique state of Bosnia and Herzegovina. It is worth noting that Serbia did not ask and is not asking the UN, the EU or the OSCE about this removal of borders between Serbia and the “Serbian Republic”.
Serbia did not ask and is not asking the central government of Sarajevo to remove the borders of a part of the territory of that state between Serbia and the “Serbian Republic”, at a time when the status of the borders is the mandate of the central government and the international community. , which sanctioned those borders with the Dayton International Agreement in December 1995.
Serbia did not ask any state of the former Yugoslav federation or the Balkans about this removal of borders between it and the “Serbian republic”. Serbia did not even bother to inform Albania and did not ask him about this removal or change of borders between it and the “Serbian republic”.
Then the big worrying question arises: Why does official Tirana have been professing in the joint meetings between the government of Albania and the government of Kosovo for so long that for the removal of the borders between our two sovereign states I had to get permission in Serbia? Why did official Tirana come out with political and diplomatic idiocy that Albania and Kosovo depend on Serbia for the status of the borders between the two Albanian states? Why did official Tirana come out with the other diplomatic and political idiocy that Albania and Kosovo will remove the borders between them only in the Serbian project of “Open Balkans”?
These are questions that naturally require answers from the Albanian government offices, which have not yet understood that the issue of borders between Albania and Kosovo is exclusively a matter of sovereignty and bilateral relations between the two sovereign states and no one else.
Serbia dares and violates international norms and laws and violates the status of a sovereign state like Bosnia and Herzegovina, removing the borders with a local entity there, changing the internationally recognized borders of the state of Bosnia and Herzegovina. Whereas Albania and Kosovo are two independent states and have the right to decide for themselves the status of the borders between them, without asking Serbia, Greece, Northern Macedonia and Montenegro.
The removal of the borders between Albania and Kosovo is a constitutional, legal, political and national right, based on all international norms and treaties. Two sovereign states can be united or can be divided on the borders between them without asking any other state, because it is the status of the borders between Albania and Kosovo and does not connect and does not affect any other state and no other border in the region.
It is analogous to the status of the borders between West Germany and East Germany, which merged as two independent and internationally recognized states, which decided to remove and merge the borders between them, without affecting at all the borders of each of them with third countries. neighbors.
The removal of the borders between Albania and Kosovo does not cause any repercussions on the status of the borders of each Albanian state separately with its other neighbors, because the borders with neighboring countries are not affected at all and have no connection or consequences.
The only one who does not want the progressive rapprochement and removal of the borders between Albania and Kosovo is Serbia, which has colonial claims to Kosovo and calls it part of its territory and calls the borders of Kosovo Serbian borders. It is understandable that this ambition is for Serbia, which has not yet given up on the dream of re-establishing Kosovo, as it wants to devour parts of the territory of Bosnia and Herzegovina and the entire independent state of Montenegro.
But it is unacceptable that official Tirana sanctions the Serbian annexationist claim and has adopted the Serbian colonial thesis that Albania and Kosovo must obtain permission from Serbia to remove the borders between them. It is to be noted that official Tirana has adopted the mocking Serbian thesis that Albania and Kosovo will be allowed by Belgrade to join only in the Serbian project of “Open Balkans”, ie to join under the roof of a new Yugoslavia from Belgrade.
Logic leads to the opinion that those Albanian leaders, who come up with Serbian theses that Serbia should be asked about integration between Albania and Kosovo, use Serbian theses as an alibi for their complete lack of will to remove the borders and unite the two states. Albanian.
The time when Serbia is announcing that it has removed the borders between it and the “Serbian republic” was not chosen by chance. It is the time when the fascist leadership of the Serbian separatists in Bosnia and Herzegovina has increased the pace of its secession from the single state and for unification with Serbia. “Serpska republika” has announced that it will create its Serbian army as well as the Serbian High Judicial and Prosecutorial Council in order to sanction the full institutional separation from the state of Bosnia and Herzegovina.
“Serbian Parliament Speaker Dacic declared in Banja Luka on October 25 that” the Republika Srpska has the absolute support of Serbia. ” This comes at a time when the Western world and democracies are expressing their concern every day about the great dangers posed by the “Serbian republic” in Bosnia and Herzegovina and the region.
On October 21, a group of members of the European Parliament sent a joint letter to EU High Representative for Foreign Affairs and Security Policy Joseph Borrell and Special Representative for Bosnia and Herzegovina Christian Schmidt expressing concern over tensions. in Bosnia and Herzegovina on the concrete steps of secession of the “Serbian Republic”, which is being pursued by its separatist leadership: “it is endangering stability and peace throughout the Western Balkans with tensions that could lead to an armed conflict in the regions other and in other countries of the Western Balkans ”.
The leader of the Democratic Action Party in Sarajevo, Bakir Izetbegovic, warned on October 26 that “work should not lead to conflict”.
Serbia’s criminal tactics are to incite and provoke tensions to the brink of an armed conflict in order to intimidate the international community and force it to accept as the least evil the secession of the “Serbian Republic” and its unification with Serbia. It is the same criminal tactic that Serbia is pursuing with the North of Kosovo, where it is provoking tensions with its paramilitary gangs in order to provoke armed conflicts and push the international community to accept the change of borders and the unification of the North with Serbia as the smallest evil.
These are extremely dangerous developments that have Serbia as its protagonist, which is implementing an increasingly aggressive policy in the Western Balkans in order to realize its hegemonic projects of the “Serbian world” of uniting the Serbs of the region into a large and unique state. Serb or in Greater Serbia.
Serbian arrogance is driven by Russia, which has a strategic interest in escalating tensions in the Western Balkans for the penetration of its influence. On October 25, the Russian Foreign Ministry issued a special statement defending the separatist course of the “Serbian Republic” and Serbia, attacking the Western factor and the sovereignty of the state of Bosnia and Herzegovina as “demonizing the Serbian people.” .
These are developments that should provoke reactions from the Albanian government to condemn the actors of tensions in the middle of the Balkans. These are dangerous developments that should promote the fastest pace of inter-Albanian integration between Albania and Kosovo, because the removal of borders and inter-Albanian integration are the exclusive right of the two sovereign Albanian states./DITA/
